This definition of the natural unemployment rate correct?

When workers accept wages paid by the bodies editors wage, and all those who want a job is occupied with the exception of people who are looking for better paying jobs?

To an economist, the rate "natural" concept is a little more specific. You're right that workers and employers agree on the prevailing wage. And there is still some unemployment as workers search for jobs – not just to find a higher salary, but finding a "better" employment by any definition. Also, workers may be moving from one job because they are moving physically from one place to another, or because they have to find a job in a different sector (think of the bankers who now have to accept different jobs). To use Economically, the natural rate includes some frictional unemployment and structural, not cyclical unemployement.
